Mining Infrastructure Investment Support Project, Credit No. 4888-MN

To provide technical support to the Working Group for Feasibility Study of "Orkhon-Gobi" Project

Background

The Government of Mongolia (GoM) has received a Technical Assistance Credit from the International Development Association (the Bank) in an amount equivalent to US$ 25 million, toward the cost of Mining Infrastructure Investment Support Project (MINIS) and intends to apply a portion of the proceeds of this credit to eligible payments under this Contract.

 

 

The development objectives of the Project are to facilitate investments in infrastructure to support mining related activities and downstream value-added processes, regardless of funding source, and to build local capacity to prepare and transact infrastructure projects. Within the framework of this Project, the MINIS is planning to hire one international and one local consultant to provide technical support to the Working Group preparing studies for "Orkhon-Gobi" Project (Feasibility Study and Environmental and Social Assessment for Flow Regulation of the Orkhon River and Construction of a Water Reservoir Complex).

The majority of the mineral resources under the exploration and newly discovered deposits of strategic importance are located in the South Gobi region of Mongolia. Resource exploitation and processing industries will be established in this region of Mongolia, and presently there are major projects being developed, including Oyu Tolgoi copper and gold mine, Tavan Tolgoi coking coal mine, Tsagaan Suvarga copper mine among others. There are few alternatives for meeting the increasing water demand in the South Gobi region of Mongolia, and one of them is construction of a water reservoir of 700-800 million cubic meters capacity at Orkhon river and diverting up to four percent of the average flow to be conveyed by a pipeline of approximately 900km long to the South Gobi region. Gobi and steppe territory along the routine through Bulgan, Tuv, Dundgobi, Umnugobi provinces will benefit from improved water supply. Within the framework of the project it is possible to gain additional benefits by the construction of a hydropower station of 25-30 MW capacity.

The Government wants to select a firm to prepare the detailed scope for all necessary studies required as part of the feasibility study for the proposed "Orkhon-Gobi" Project . The scope will build on the existing draft Terms of Reference (TOR) that were developed by the Government. The scope will need to meet national requirements, internationally accepted industry practices and standards where applicable, and World Bank requirements.

Objective of Assignment

The main objective of this assignment is to assist the Working Group determine the studies that should be carried out to prepare the feasibility study for the "Orkhon-Gobi" Project, assess the appropriateness of existing TORs for the feasibility study, define the timing and sequencing of remaining studies, and finalize the TORs to select the firm to prepare and finalize the TOR for the feasibility study. The main output would be the final terms. The government’s TORs can be found at www.minis.mn.

Consultants Qualifications

Local Consultant (LC):

· Education: Advanced University Degree (Masters, Mongolian consulting engineer or higher) in relevant field;

· Experience: Minimum 5 years working on infrastructure projects

· Experience working with donor agencies and projects;

· Strong organizational skill and capacity to work under pressure and meet deadlines;

· Language skills: Good oral and written skills in English Language skills, including ability to draft a variety of correspondence and edit documents using proper grammar, punctuation and style;

· Ability to prepare presentation materials with minimum guidance.

· Computer literacy: Proficient in PC based applications such as Word, Excel and Power Points etc.

Timetable:

The services are expected to be launched in mid-May 2012 and completed by late-July 2012.

Level of Effort

The total level of effort is expected to be between 6 weeks and 8 weeks.

· Cover letter (Maximum three pages). The letter will contain information on your ability how you will suit best the position's requirements etc. In the cover letter, the applicant should specify the title of the position which you are applying;

· Curriculum Vitae (CV) stating the applicant's educational background, including degree(s), professional experience in reverse chronic order, language proficiency, and any relevant professional titles or certifications.

Consultants will be selected under the Selection of Individual Consultant (IC), the procedure for which is described in the World Bank's Guidelines: Selection and Employment of Consultants by World Bank Borrowers, which are provided on the World Bank website www.worldbank.org.

Scope of Services:

The primary task of the IC is to support the activities of the Working Group established at the Ministry of Nature, Environment and Tourism (MONET), MINIS and other Stakeholders by providing professional guidance to enable better service delivery within tight and often demanding time frames.

 

The LC will work under the guidance and direction of an international consultant to be hired separately.

In addition to the task that the Working Groups come up with, the LC to be responsible for the following tasks:

· liaise between the International Consultant (IC) and Working Group as well Government officials from different ministries / agencies;

  • assist the IC to identify all prefeasibility and feasibility studies ("studies") that should be carried out for a particular project, and prepare a timeline that sequences when they should be carried out;
  • assist the IC to assess the quality and acceptability (to international standards) of studies have been completed;
  • assist the IC to determine remaining studies that need to be carried out (or existing ones that need to be redone) before a decision can be taken on whether to proceed with a proposed investment;
  • provide input on the government TORs that have been prepared by outside firms to determine whether they are appropriate at this stage of the project's development, and whether they can be carried out at the same time as other needed studies
  • work closely with the Working Group established at the MONET, as well as MINIS, LC and other Stakeholders;
  • assist the IC to determine the number of local firms that would be qualified to carry out the studies;
  • assist the IC in gathering all existing studies on this project and converting those in an electronic file to be provided as an attachment to the TOR;
  • assist the IC in drafting TORs to hire a firm or firms to prepare TORs for the comprehensive set of feasibility studies needed to determine the viability of projects;
  • assist the IC in identifying possible local and international firms to develop TORs for the feasibility studies;

· undertake project site visits, as needed;

· assist the IC to ensure that professional comments and recommendations of the Working Group, MINIS and other Stakeholders to be addressed in the final draft of the TOR;

· provide written and verbal translation and interpretation services for the team;

· prepare versions of Reports in the Mongolian language;

· assist the IC in preparation of various reports and documents to be submitted to the Project Stakeholders such as the MMRE, MINIS, and the Water Authority.

· Assist the IC in preparation and submission of Inception, Draft and Final Reports according to the TOR of the assignment.

The GoM will provide access to office space, including desk and chair, internet connection, printer, copier, and paper.

Timetable:

The services are expected to be launched in mid-May 2012 and completed in late-July 2012.

Level of Effort

The total level of effort is expected to be between 6 weeks and 8 weeks.

Reporting Requirements and Deliverables

The LC will support the IC to prepare and submit the following reports and deliverables to the MINIS:

· Inception report, including a work plan and schedule within 10 calendar days after contract signing.

· Draft Report, including the draft TOR to hire a firm or firms to prepare TOR for the comprehensive set of feasibility studies.

· Final Report.

 

The LC will assist the IC to organize and participate in workshop for the Working Group, MINIS and other Stakeholders in Ulaanbaatar to present findings. Key recommendations and comments received during the workshop will be incorporated in the final report.

 

All reports are to be submitted in English and Mongolian in hard and electronic copy (in MS Word), with tables, data and calculations in MS Excel. If oral presentations are required, they will be conducted in English with translation provided as needed. The MINIS will review, comment and clear on the deliverables.
